The S.C. Department of Employment and Workforce is excited to partner with employers and your workers as you begin to bring the state’s economy back to life. 

Just like our journey through COVID-19 so far, we know that there will be a lot of uncertainty as we begin the reemployment process, but our agency is here to be a partner through this transition. While many South Carolinians will be relieved and excited to return to the security of long-term employment, we know there will be some who still have barriers, such as childcare, that will prevent them from immediately returning to work. We also know there will be those who prefer to continue collecting unemployment insurance even though they could, and should, return to work. 

To help employers navigate questions as they reengage their workforce, the agency has created the Recall Taskforce. In addition to helping employers understand the different federal funding programs available to their workforce and the eligibility requirements of each one, the Recall Taskforce wants businesses who are reopening to know that their employees cannot refuse an offer for work without good cause. 

Please notify the Department of Employment and Workforce if an individual refuses to return to work or refuses an offer of work from you. After the appropriate level of due process, individuals receiving unemployment insurance (UI) benefits may lose their UI benefits if they refuse to return to work or accept an offer of new employment without good cause. 

You can notify DEW through your employer portal or you can complete and submit the Offer of Work Form (UCB-261) available at: Employers who have 10 or more employees refusing to return to work should contact DEW at the email address listed below. We can provide an Offer of Work spreadsheet that allows you to submit the required information in a convenient, user-friendly format.
