SCRLA Issues Request for Proposals for Strategic Government Affairs Partner

COLUMBIA, S.C. - The South Carolina Restaurant and Lodging Association (SCRLA) has officially issued a Request for Proposals (RFP) to select a qualified firm to provide strategic government affairs, legislative advocacy, public affairs, and lobbying services.

As the leading statewide trade association representing South Carolina's hospitality industry, SCRLA is seeking a long-term strategic partner to serve as its principal advocate before the South Carolina General Assembly, the Governor’s Office, state agencies, and key governmental entities. The selected firm will work closely with SCRLA leadership and the Board of Directors to advance public policies that strengthen and protect the state's vibrant restaurant and lodging sectors.

Scope of Services & Desired Capabilities

SCRLA is seeking a partner capable of providing comprehensive support across several key areas:

  • Legislative Advocacy: Daily representation and active presence at the State House during legislative sessions, bill tracking, and stakeholder coordination.
  • Strategic Counsel: Ongoing policy advice, issue identification, and strategic guidance for the President & CEO and Board of Directors throughout the year.
  • Legal & Policy Analysis: Drafting and analyzing legislation, amendments, policy briefs, and regulatory frameworks affecting the hospitality industry.
  • Government & Stakeholder Relations: Maintaining strong, nonpartisan relationships with state legislative leaders, executive branch officials, state regulatory agencies, and local government partners.

Experienced firms with expertise in policy areas impacting the hospitality industry - including taxation, workforce development, alcohol regulation, tourism funding, and general business climate issues - are strongly encouraged to apply.

RFP Timeline & Submission Key Dates

All parties interested in submitting a proposal should reach out to Mark Newman, President & CEO, via email at mark@scrla.org to receive the comprehensive RFP details no later than Tuesday, August 4, 2026.

Interested firms must submit their proposals electronically in PDF format to Mark via email by Wednesday, August 19, 2026, at 5:00 PM EDT.
